Customs Amendment (ASEAN-Australia-New Zealand Free Trade Area Second Protocol Implementation and Other Measures) 2024
✦ Plain-English Summary
# Customs Amendment (ASEAN-Australia-New Zealand Free Trade Area Second Protocol) 2024
## What it does
This bill updates Australia's customs rules to implement a revised trade agreement with ASEAN countries (Southeast Asia), Australia, and New Zealand. The changes cover how businesses prove goods qualify for preferential trade status, updated product classification rules, and stricter verification requirements for exporters.
## Why it matters
These changes make it easier for Australian exporters to access preferential trade terms in Southeast Asian markets—potentially lowering their costs and opening new business opportunities. On the flip side, customs officers get stricter powers to verify that companies are genuinely eligible for these trade benefits.
## Key details
- **Proof of origin rules**: Australian exporters will need to follow updated procedures to prove their goods qualify for preferential tariffs under the trade deal
- **Commencement timing**: The main changes (Schedule 1) only kick in once the revised protocol formally enters force for Australia, which the Minister will publicly announce
- **Exporter approval**: The bill also updates rules for "approved exporters" under another regional trade agreement (RCEP), giving businesses a streamlined pathway if they meet new requirements
